Nomi Claire Lazar
Nomi Claire Lazar is Full Professor in the Graduate School of Public and International Affairs, where she teaches human rights, moral reasoning, and criminal law policy. An Ottawa native and UOttawa Professor since 2009, Lazar has served as Director of the Program in Conflict Studies and Human Rights and recently returned from a leave of absence in Singapore where, as Associate Dean of Faculty at Yale-NUS College, she had the opportunity to lead the development and consolidation of its global curriculum. Lazar has also taught at Yale and the University of Chicago. With an interdisciplinary training in political science, philosophy, and legal theory, Prof. Lazar’s scholarship explores political ethics, crisis government, comparative constitutionalism, and political legitimacy. She has published two monographs: States of Emergency in Liberal Democracies (Cambridge, 2009/13), a key work on the subject, and the highly acclaimed Out of Joint: Power, Crisis, and the Rhetoric of Time (Yale, 2019) which shows how constructions of temporality help leaders legitimize their power at moments of crisis. Prof. Lazar is also actively involved in civil society. In 2022, she was appointed by Justice Paul Rouleau to serve on the Research Council of the Public Order Emergency Commission, investigating the Convoy Crisis and the subsequent use of the Emergencies Act. She has also contributed her expertise in prisoners’ rights advocacy, and provides regular commentary for the global media, including BBC, CBC, NPR, Suddeutsche Zeitung, Spiegel Online, Toronto Star, Channel News Asia, and Macleans. Before her PhD (Yale, 2005) she worked for Justice Canada on the Youth Criminal Justice Act, and as a regulatory policy consultant with A.T. Kearney. Passionately committed to the democratic process, Prof. Lazar has also run polling stations for Elections Ontario and Elections Canada.
Nomi Claire Lazar est professeure titulaire à l'École supérieure d'affaires publiques et internationales, où elle enseigne les droits humains, le raisonnement moral, et la politique en matière de droit pénal. Originaire d'Ottawa et professeure à l'Université d'Ottawa depuis 2009, Mme Lazar a occupé le poste de directrice du programmes des Études des conflits et droits humains.
